Neural Net code wish list

• Retrieve data via PSeries or from a flat file (testing purposes).
• Use the same base ANN code for all the NN models (nnwl, nnwtp, etc.)
• Create tests that ensure proper operation of NN.
• Ability to run a NN w/ Matlab data (or flat file) to compare results w/ Matlab runs.
